        Provides a fee discount for state-required animal
        quarantine charges for active duty military personnel.

SB 2661    AUTHORIZING THE ISSUANCE OF GENERAL        ECD/TIA,WAM
        OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR
        PANAEWA RACE TRACK
        Authorize 1.25 million in GO bonds for renovation of
        the Panewa Race Track. (Matsuura)

SB 2727    MAKING AN APPROPRIATION TO ACQUIRE LAND    TIA/ECD,WAM
        FOR A PARK IN WAIKIKI, OAHU
        Appropriates $1,000,000 in FY 2000-2001 for the city
        and county of Honolulu to acquire private lands in
        Waikiki for a park; subject to matching funds from the
        city and county of Honolulu. (Ihara, Fukunaga)

SB 2001    RELATING TO COUNTY TORT LIABILITY          TIA/ECD,WAM

 
 
        Extends State tort liability to include
        indemnification of counties against damages arising
        from the operation of certain beach parks by a county.

SB 2634    RELATING TO THE PENAL CODE                     TIA,JDC
        Defines "law enforcement" officer; changes refernces
        from "peace" officer to "law enforcement" officer.

SB 3105    RELATING TO THE PENAL CODE                     TIA,JDC
        Creates the offense of assault against a law
        enforcement officer in the 1st degree as a class C
        felony. Renames assault against a police officer as
        assault against a law enforcement officer in the 2nd
        degree, and reduces the criminal state of mind
        requirement for that offense. (Mizuguchi(BR))

SB 3068    RELATING TO HONOLULU POLICE OFFICERS           TIA,WAM
        Allows Honolulu police officers to exclude an amount
        on their state personal income taxes equal to their
        base pay. (Mizuguchi(BR))

SB 3082    RELATING TO UNAUTHORIZED CONTROL OF            TIA,JDC
        PROPELLED VEHICLES
        Amends the state of mind required for the offense of
        unauthorized control of propelled vehicle to include
        recklessness as an alternative mental state.

SB 3113    RELATING TO NEGLIGENT HOMICIDE                 TIA,JDC
        Removes the element of vehicular operation from the
        offenses constituting negligent homicide.

SB 3115    RELATING TO FINES FOR TRAFFIC VIOLATIONS       TIA,JDC
        Creates an additional penalty of $100 for convictions;
        fine to be used by law enforcement agency to enhance
        technologies used to detect persons driving under the
        influence of intoxicating liquor and persons under 21
        driving after consuming a measurable amount of
        alcohol. (Mizuguchi(BR))

SB 3073    RELATING TO IMPAIRED DRIVING                   TIA,JDC
        Adds habitual driving offense to implied consent law.
        Defines a preliminary alcohol screen and clarifies

 
 
 
 
        that it is not a substitute for a test under the
        implied consent law. (Mizuguchi(BR))

SB 3117    RELATING TO MOTOR VEHICLES                     TIA,CPN
        Allows police officers to inspect unlicensed motor
        vehicle repair dealers for the purpose of establishing
        rightful title or registration of vehicles or
        identifiable vehicle components, in order to determine
        rightful ownership or possession. (Mizuguchi(BR))

SB 2044    RELATING TO THE CONFISCATION OF FIREARMS       TIA,JDC
        Allows for the police seizure of firearms and
        ammunition owned by persons who have been arrested for
        committing a violent crime or domestic abuse.

SB 2072    MAKING AN APPROPRIATION FOR THE DEVELOPMENT    TIA,WAM
        OF PROTOCOLS AND THE SPECIAL TRAINING OF PARAMEDICS IN
        THE TREATMENT OF DOMESTIC VIOLENCE PATIENTS
        Makes an appropriation to the respective counties to
        develop protocols and training for paramedics in
        treating domestic violence victims. 

SCR 5      URGING THE DEVELOPMENT OF PROTOCOLS AND THE    TIA,WAM
        SPECIAL TRAINING OF PARAMEDICS IN THE TREATMENT OF
        DOMESTIC VIOLENCE PATIENTS

Persons wishing to testify should submit 40 copies of their
testimony to the committee clerk, Room 205, State Capitol, 24
hours prior to the hearing. Testimony may also be faxed if less
than 5 pages in length, to the Senate Sergeant-At-Arms Office at
586-6659 or 1-800-586-6659 (toll free for neighbor islands), at
least 24 hours prior to the hearing.  When faxing, please
indicate to whom the testimony is being submitted, the date and
time of the hearing, and the required number of copies needed for
submittal.


 
 
 
 
If you require special assistance or auxiliary aids or services
to participate in the public hearing process (i.e., sign language
interpreter, wheelchair accessibility, or parking designated for
the disabled), please contact the committee clerk 24 hours prior
to the hearing so arrangements can be made.
